Research and development/innovation in Hungary
(for companies, entrepreneurs and anyone interested)
Your company has been alive for many years and may even be growing. In order to do so, you are obviously occasionally launching a new product or service, using new technology, improving your organisation, etc. In other words, you are carrying out innovation activities and the R&D needed to do so. Our guide describes what, why and how you do it to increase efficiency and reduce risks.
WHAT?
We’ll try to prove to you that, believe it or not, you are carrying out research and development or innovation activities, but you may not be aware of it, and we’ll tell you what R&D is under Hungarian law.
WHY?
How your company benefits from R&D and innovation. What tax base and tax breaks you can claim, what grants you can expect.
HOW?
You can find a wide range of information on how to do this on the Innosutra and InnoLocalSupport project pages. Here you will find the basic information for Hungary as of 1 January 2012, with some additions to the above project pages.
Innosutra and InnolocalSupport are Leonardo da Vinci innovation transfer projects of the European Union’s Life-long Learning programme. The learning materials developed in these projects are similar, as both are based on the InnoSupport Leonardo da Vinci pilot project. InnolocalSupport has been complemented by the development consortium with knowledge for local innovation and SMEs. The Innosutra project coordinator was German, the Hungarian participant was TREBAG Kft, while the InnoLocalSupport coordinator was Spanish and the Hungarian partner was our development partner NET-MEX Kft. The results of Innosutra were highly appreciated by the German evaluators and are now considered one of the best innovation education materials in Europe.

Proposal writing and management of funded projects
TREBAG KFt is not a typical tender writing company, but it has considerable experience in writing tenders. It has gained this experience mainly by writing tenders for itself.
Our tender writing services are mainly offered to demanding clients (companies, businesses, municipalities, etc.). After a thorough understanding of our clients and their objectives, we tailor the proposals to the individual characteristics and needs of the applicant. We are particularly strong in R&D, innovation and other development proposals. If required, we can also assist in the development of the corporate/institutional development strategy and programme required for the application.
We can of course also take on the full management of successful projects from the start of the project to the end of the maintenance period.
Certification of R&D projects by the National Office for Intellectual Products (NPO)
In many cases, it is useful to be sure that the project you think of as an R&D project is really an R&D project.
You may need this, for example.
- for some R&D proposals,
- if you want to claim a tax benefit and want to be sure that it is justified (i.e. the NAV cannot find otherwise and cannot claim back the benefit from an interest or penalty payer),
- or some other reason.
Only the National Intellectual Property Office (NIPO) (the successor to the Hungarian Patent Office) can make such a classification. In case of classification by the NAV, the R&D character of your project cannot be questioned by any official body. Upon request, the SZTNH will determine the proportion of basic research, applied research and experimental development of the project and whether it qualifies as an own R&D activity (the first is usually required for R&D applications, the second is more relevant for tax incentives).
Although the procedure is not too complicated, it is advisable to leave it to professionals with experience in industrial property matters. Our patent attorneys are available to obtain an R&D qualification for your project at the National Intellectual Property Office. We offer a full service.
Redefine Coaching
We would like to introduce and offer you our newly developed REDEFINE (R+D+I or R&D+I) Coaching service package. The aim of our new service package is to help you, in cooperation with your competent staff, to plan and implement R+D+I activities in a changing economic environment, which will result in your company
- develop new products and services faster and more efficiently after being able to adapt faster and better to changing and rapidly changing economic/market conditions
- increase social acceptance and customer satisfaction
- involve your prospective customers and partners in R&D&I activities by using the Living Lab method, thereby increasing the efficiency of these activities and reducing their risk
- recoup some or all of the innovation levy paid to finance its R&D&I activities through tenders (from 2012, the innovation levy will have to be paid in any case)*
- in addition, it can partly finance its R&D&I activities through non-reimbursable grants under the New Széchenyi Plan
- be prepared for the changes expected from 2014, when all Hungarian R&D&I tax credits and tenders are expected to end and funding will be available through the European Union’s Horizon 2020 programme, which will start in 2014
- achieve the “excellence” in R&D&I that is a condition for participation in Horizon 2020
*According to our current knowledge, companies can apply if they have been able to reduce the amount of innovation levy payable for at least the last three years and this reduction in innovation levy was at least HUF 40 million in 2011.
If you’re interested in learning more about the changes in 2012, the applications, Horizon 2020 and the living lab method, we recommend you read our annexes.
Why choose us?
1. Because we have been providing R&D management consultancy for 6 years. Among other things, we help you develop an R&D strategy, identify your company’s R&D activities and projects, and optimise existing project processes in your documentation. On this basis, we prepare an R&D plan and an R&D report with detailed cost accounting.
Some of our best-known clients are Magyar Suzuki ZRt, MALÉV Zrt, UPC Hungary Kft, Invitel Távközlési ZRt, Danone Tejtermék Gyártó és Forgalmazó Kft, Merkantil Bank, etc.
2. because we have participated in a number of R&D projects under the European Union’s R&D Framework Programmes and other R&D projects.
3. because we have been or are involved in more than 50 projects under the EU’s Life-long Learning programme.
Among these, we highlight the following projects:
1. The INNOSUTRA and InnoLocalSupport projects, which have developed a wide range of innovation skills for companies/enterprises. They are considered among the best innovation curricula in the EU. This is demonstrated by the fact that the INNOSUTRA curriculum has been translated into almost all EU languages.
2. TREBAG Ltd has developed and is the de facto coordinator of the OpenInn project in the ICT area of the Life-long Learning programme. The international project consortium will receive a grant of almost €500,000 to implement the project. The winning rate of the application was just under 7%.
3. TREBAG Ltd participates as a consortium member in the High Growth Coach project, which develops methodologies and training materials to support managers of fast-growing companies.
4. Because in 2010, together with NET-MEX Ltd, we established the Innovation Portal in Nagykovácsi and the Living Lab Jóllét (NET-MEX Ltd is an affiliate of TREBAG Ltd). In 2011, Jóllét Living Lab became a member of the European Network of Living Labs (www.enoll.org) on the basis of its application. Thus, it has a proven track record in the establishment of Living Labs and the application of the method.
5. Because in 2011, we ourselves won more than HUF 20 million in funding from the New Széchenyi Plan’s call for proposals to support innovation activities of SMEs.
6. Because our Managing Director and one of our staff are patent attorneys. So we obviously have a good understanding of the language and working methods of the staff of the successor Hungarian Patent Office’s National Intellectual Property Office, which can be a significant advantage when applying for and benefiting from tax relief.
7. Because we have an activity liability insurance with a limit of 150 million HUF/year or 150 million HUF/claim, which is also a guarantee for our clients.
